limit. 4:31. back to the desk. thank you, sal. topping our news this morning, in just 90 minutes federal safety investigators will begin a three day hearing into the deadly pipeline explosion and fire in san bruno. ktvu's allison burns is in our washington d.c. newsroom with a preview of today's hearing. allison. >> reporter: pam, this morning's hearing could reveal critical new information about last september's disaster. it is the first time that pg&e executives have testified under oath about the explosion and fire that killed eight people and destroyed dozens of homes. this is video we shot in the aftermath of the explosion. you can see homes in ruins. today the national transportation safety board is releasing thousands of documents from their investigation. it's also the first time the ntsb has held a pipeline hearing in more than ten years. other recent pipeline disaster will also be a focus this morning. stay with the morning news for the very latest from the

hearing room as pg&e executives take the hot seat. something san bruno residents have been eager to see for a very long time. reporting live from washington d.c., allison burns, ktvu channel 2 news. well, this morning fremont police are searching for a team of suspects who robbed a high- tech company. it happened on warms springs boulevard sunday morning. up to 15 suspects reportedly armed with guns tied up five employees and stole their wallets and other items. the suspects then loaded up a moving truck with computer equipment and took off. no one was hurt. the suspects wore masks and police do not have any descriptions. a man believed to be schizophrenic was fatally shot in front of his home by san mateo police. it happened at about 10:30 yesterday morning after san mateo police were called to a cvs store for a man acting

aggressively. officers soon tracked that man. 35-year-old robert to a nearby home. that's when officers say he pointed a gun and shot at officers forcing them to open fire. >> he's schizophrenic. okay. everybody knows. the police know. on medication they have to pay t. pay what? i never pay. okay. he got very upset. came home. they send the police here. >> police say he had an extensive history of threats against officers. there's no word of a confession in one of the most notorious cases in northern california history. suspects nancy and phillip garrido now awaiting trial. they're accused of kidnapping jaycee dugard and holding her prisoner in their home for 18 years. yesterday the couple appeared in court for what was expected to be a routine court hearing. but nancy garrido's attorney

dropped the bomb shell outside the courthouse. >> mr. and mrs. garrido have given full complete statements to the sheriff's department in the last month or so. honest with them. frankly in the hope of mersion behalf of mr. garrido for mrs. garrido. >> the attorney says nancy garrido deserves a break because she acted as a mother figure to jaycee and her two daughters. but he also acknowledged that it was nancy who grabbed the 11- year-old child on a south lake tahoe street and forced her into her husband's car back in 1991. now you can hear that entire interview with nancy garrido's attorney on our channel 2 website at ktvu.com. just click on the tab that says dugard case. a san jose family is pleading for a hit-and-run driver to turn himself in to police. 41-year-old david garcia is in the hospital in a coma this morning. police say he was hit by a minivan while riding his bike.

the incident happened at about 10:00 sunday morning. family members are praying that he will recover from his injuries. >> he still has tubes. all his ribs are broken. they have him heavily sedated. >> san jose police say they're looking for a white minivan possibly a prelimout voyager with damage to the front or right passenger side. there's a cash reward for any tips that lead to an arrest. this afternoon barry bonds heads back to federal court in san francisco. he's expected to re-enter his not guilty plea at this final hearing before the scheduled start of his perjury trial in three weeks. bonds will share the spotlight with his former trainer gregg anderson who is also due in court today. anderson is expected to refuse to testify against bonds in the upcoming perjury trial. he's already done jail time for refusing to testify earlier. on capitol hill today the house of representatives will

consider a stopgap spending bill to keep the government from shutting down on friday. the republican sponsored bill would keep the government running for another two weeks to buy time for the house, the senate and the white house to reach an agreement on longer term legislation. now republicans want to cut $60 billion from agency budgets over the coming months. but they are settling for $4 billion in easy cuts right now. wisconsin's governor has already become a major national political figure. he has unveiled a budget plan that would repeal most union bargaining rights for public workers. today governor scott walker reveals his complete plan for dealing with wisconsin's huge budget deficit. his announcement could lead to more protests at the state capitol today. more than a dozen democrats have fled the state to avoid voting on that budget. the governor says it's now time to return. >> those state senators who left with the express intention

of trying to draw more attention to this bill have more time to debate the bill and discuss the bill have succeeded. it is now time for them to come home. >> the governor's full budget plan could only add to the growing political controversy. it calls for major cuts to schools and health care for the poor. more legal claims today over a muni crash in san francisco. it was in july of 2009 when an outbound l train slammed into a k train that was stopped at the west portal boarding platform. muni has already paid out more than $550,000 in legal settlements to some of the injured passengers. the 12 claims the board will take up today total nearly $1 million. the payouts come out of the muni budget. the national transportation safety board is still investigating that crash. right now san francisco animal care and control workers are getting ready to send a dozen chihuahuas to new york. it is part of operation

chihuahua. the dogs will be flown on a virgin america plane to new york. it is being done because there are so many chihuahuas in california shelters. but there's a great demand for them on the east coast. ktvu's jade hernandez will have more on operation chihuahua. that is coming up at 5:00 . right now we want to check in with sal for a look at traffic this morning. sal. all right. pam, good morning to you. traffic is doing very well around the bay area to start off with anyway. here we are on westbound interstate 80. it looks pretty good coming out to the macarthur maze. looking at chp's list there's not a lot going on which is nice to start off the morning with very little to talk about here. the traffic at the toll plaza looks good coming in westbound. and it is nice drive across the bridge. also this morning we're looking at san jose and 280, 101, 85 all looking good. this live picture shows 280 downtown and it is light. at 4:39 let's go to steve. sal, thank you, sir. we have mostly clear skies right now. some patchy fog.

the jet stream storm track stays to the north. it's inching closer. it will get here by tonight for what looks to be a decent system with rain and windover night into tomorrow morning. today we start off with sun. there's some coastal low clouds as well. any rain right now is confined up north of eureka. that's very, very light at best. 30s and 40s. mid-30s to upper 30s. temperatures come up the last few days but they're still cold out there for some. the system watch to the left of your screen right there barreling up from the southwest. that's developing. this could be a pretty good little rain producer for santa cruz mountains, russian river, some of the coastal ranges. when you see something like that developing that's a sure sign we'll get wind in here tonight. batten down the hatches. today is very calm. by tonight things will start to pick up. some morning sun and then a cloudy afternoon and evening as the system gets closer. becoming windy tonight. highs today upper 50s to low

building that collapsed in the new zealand earthquakes say a recent report did not find any structural problems. police believe up to 120 bodies may still be inside the canter bury television building. many of them foreign students. the confirmed death toll from the 6.3 quake in christ church a week ago is now 155. a lawyer for the ctv building owners say a structural engineer's report commissioned after an earlier quake in september found superficial damage to the building but raised no structural issues. the midwest is bracing for more severe weather this morning. one tornado destroyed three homes in kentucky. three tornadoes touched down in indiana yesterday injuring at least six people. >> thank the good lord i'm here. where i was sleeping everything was all around me where i was

laying. >> the storm is also hitting ohio where a mix of melting snow and heavy rain is pushing rivers and creeks to dangerous levels. evacuations are underway in central florida as a wild fire has burned more than 13,000 acres. a state of emergency has been declared in one county. that fire is being fed by high winds and has destroyed several hunting camps and mobile homes. the fire also closed a 21-mile stretch of an interstate. no injuries have been reported. the cause of the fire is still under investigation. meanwhile, in texas some people have been allowed to return to their homes after a wild fire. but many do not have a home to go back to. at least 75 were destroyed. and firefighters say that wild fire danger still remains because of low humidity, windy conditions and hot temperatures expected today. we are getting reports out of libya that forces loyal to gadafi have tried but failed to retake a city held by anti-

government demonstrators. witnesses say that pro-gadafi troops tried to retake the city last night in six hours of fighting. the witnesses say the rebels managed to push back the attackers. it's just 30 miles from the capital city of tripoli. the egyptian stock exchange will remain closed until sunday. it's been closed for more than a month because of the protests that led to president mubarak's resignation. the stock index fell almost 17% in two consecutive tradings sessions before closing on january 27th. investors are worried that the unrest in egypt and other middle eastern countries could trigger a massive sell off once trading resumes. a new tax on san jose pot clubs takes effect today. monthly gross sales will be taxed at a rate of 7%. now the first payments are due april 30th. but some pot club owners say they fear paying the tax could

be seen as incriminating by federal authorities who consider marijuana sales illegal. >> i would like to pay the tax. if san jose modifies the language of it so that it's legal for me to do so, i will pay the tax. >> san jose city leaders say they plan to clarify legal issues with guidance from the attorney general in june before -- for the city's 100 cannabis clubs. until then they say pot clubs will have to pay the tax if they want to stay open. a san quentin death row inmate has died of natural causes 15 years after he was sentenced to death. prison officials say richard ray parson was 67 years old. in 1996 he was convicted of fatally beating a woman during a robbery at her sacramento home. now since 1978 when the death penalty was reinstated in california, only 13 prisoners have been executed. 53 others on death row have died of disease, old age or

illness. 18 committed suicide. right now there are 713 inmates on california's death row. google expects to have all of the lost e-mails for its g mail accounts restored this morning. the company says some accounts have already been restored. google has not said exactly how many accounts were effected by the unexplained problem except that it was a very small fraction of the total. how would you like a free breakfast this morning? where you can get some pancakes and help local children at the same time.

welcome back to the morning news. u.s. marshals are now looking for that texas day care operator charged in a fire that killed four children. investigators now believe 22- year-old jessica left the united states and is in her native nigeria. investigators are charged her

with one count of wreckless injury to a child after they say she left the children unattended while a stove top burner was on. investigators believe the burner was the source of last week's deadly fire. a san mateo county farm has been ordered to pay more than $45,000 in fines for violating federal labor laws. federal regulators say the farm illegally deducted housing and equipment expenses from workers' paychecks. a farm attorney says the owner charged workers $3 a day for utilities but the agreement was not in writing as required by federal law. police near philadelphia are calling it a case of food terrorism. they say a pizza owner planted a bag of mice at a competitor's restaurant. police say the owner of nina's business roadway ya in upper darby, pennsylvania, walked in to the store with a bag in his

hand and asked to use the restroom. when he came out without the bag the owner got suspicious. two customers happened to be police officers and found a bag full of mice hidden in the ceiling. >> the reality is if these multiply in a store who knows what kind of damage they could do or certainly what type of health issue could arise. >> the man told officers he thought the other pizza ria conspired to ruin his business. he was charged with disorderly conduct, harassment and animal cruelty. first meeting of proposed changes to bay link ferry and bus service will take place later today. vallejo is considering eliminating several weekly bus rides from vallejo to san francisco. passengers would instead being encourage today ride the ferry. now officials in vallejo say the change is needed because of rising cost. the public meeting starts at 6:00 tonight. that will be at the vallejo city hall. starting today the minimum payment to buy a clipper card
